Three Join VAFCC Board

The VAFCC is pleased to have three new members join our board of directors.

In their own words:

Lance Carrington, Executive Director, Guadalupe Free Clinic

As a retired federal agent, I bring a new perspective to the VAFCC Board with my diverse background and extensive leadership and management experience within the US government and military. In my career, I analyzed business, finance, employee, labor, and material records for evidence of fraud, waste, and abuse. As a senior investigator, I oversaw all operational aspects of the organizations, from recruiting, hiring, terminations, budgeting, strategic planning, and I testified before Congress and responded to Congressional inquiries. 

I have also been associated with the Guadalupe Free Clinic of Colonial Beach for 15 years with three of those years as a volunteer, six of those years as a board member, and now six years as its executive director. I am semi-fluent in Spanish (my mother was Mexican American) and can establish a special connection with our Spanish speaking patient population which trusts us and relies on the clinic for their medical care. 
 


Elizabeth Reilly, Lead Business Intelligence Analyst/Consultant, Johns Hopkins Medicine

Since 2000, I have led the certificate of public need (COPN) application and regulatory process for three large health systems in Virginia. With a solid understanding of the charity care conditions requirements, I am very familiar with how they are reported and the support it brings to VAFCC member clinics. Most recently, I oversaw multiple rounds of community health needs assessments (CHNAs) for 12 hospitals within Sentara Healthcare. The process involved analyzing health outcomes and disease prevalence as well as consulting many community safety net providers to understand the important health concerns and the barriers to access. The CHNA enabled us to create an action plan with outreach initiatives and collaboration with community partners to address the top health priorities identified in the assessment. 

With over 27 years of healthcare experience working in business and strategy development leadership roles for four large health systems in North Carolina and Virginia, I bring health system knowledge to the VAFCC Board of Directors.
 
 

Matthew Stearn, Executive Director, H.E.L.P. Free Clinic 

Since joining HELP Free Clinic in 2016 as its executive director, I have been responsible for all facets of the organization's operations, including fiscal management, fundraising, program operations, board management, strategic planning, grant writing, human resources management, public relations, policy & procedure development, and innovation. Additionally, I have sought to create regional collaboration and cooperation among VAFCC member clinics in the Greater Hampton Roads area.  

In addition to my experience within a clinic, I also bring an entrepreneurial spirit and strong business sense to the board. I maintain strong connections with hospital systems, funders, local and state leaders as well as innovative drive to improve care for patients.
